Examples of state administrative agencies’ regulations include:

  2. Restriction of weight limits on roads
  3. Construction of roads and bridges
  4. Regulation of motor vehicle fuel
  5. Insurance issues
  6. Licensing & regulation of health professionals
  7. Licensing & regulation of health care facilities
  8. Oversight of what is taught in schools
  9. Who has the right to teach
  10. Where schools can be built

County administrative agencies regulate:

  1. Zoning and land use
  2. Permits to operate a business
  3. Employee grievances
  4. Employees’ entitlement to pensions
  5. Employees’ disability benefits.

As the Code of Maryland Regulations has grown so have legal problems, including challenges to the validity of regulations and questions regarding where due process begins and ends.
